Accomplishments
- Largest tax reduction in Franklin's history.
- Taxes reduced by 17.25%. The MIL rate dropped from $8.17 to $6.76.
- When taxes went up 1.8%, Basil successfully froze the items that equaled the 1.8% increase to show his colleagues that the increase was not needed. It worked.
- Created The City of Franklin Senior Travel Program.
- Traffic lights were installed on 41st and Ryan Road.
- Traffic lights were installed on 27th and Puetz Road.
- New fire station in the 4th district reduced the paramedic and fire emergency response time from 8-9 minutes to 3-4 minutes.
- During construction of the new fire station in the 4th district on 60th Street, Basil devised a plan to house the firefighters in an empty warehouse building in the business park, at no cost to taxpayers.
- Worked with area residents to solve major drainage problems that in some cases had existed for the past 30 years. To this date no flooding has occurred.
- Believed that Franklin would attract high quality businesses like Northwestern Mutual Life and Wheaton Franciscan Healthcare-Franklin, instead of taking anything that comes along.
